Repealing the Jones Act is just the start, and it doesn't end there. We can stop taxing our basic necessities, and help our local suppliers navigate the global supply chain, so that prices remain low.
We must make the safety of our kids at school and in our villages a top priority. Period!

LIST OF ISSUES I WILL FOCUS ON
Economy

Tourism and the military industries are important, but we need to shift focus on our dependence on imports. Fully utilizing Guam’s limited natural resources will help the potential development of other income streams for the island community. It will promote a more stable economy based on a local product manufacturing industry rather than a service-oriented industry.

With the rise of fossil fuel prices globally, very soon we won't be able to afford the foods we ship. We must reward those who produce our food, re-ignite the meat and dairy industries, and secure the availability of locally produced and nutritious fruits and vegetables.

We need to inspire, develop, sustain and promote small business development. More grant opportunities are needed for those who have limited access to capital.  Through local and Federal partnerships, we can expand the training and financing of the next generation of small business owners in Guam.

Housing

The cost to build and purchase a new home has become severely unaffordable. Through Legislation, we need to allow the construction of accessory dwellings on the same lot as the main homes. This way, multigenerational families can stay in more affordable housing. We need to encourage the construction of apartment buildings, and smaller rental housing units through more tax incentives.

To help bring construction costs down, we need to ensure that more training of the local labor force is available, in addition to advocating in Washington to stop restricting the H2B visas for our construction industry.

The Government must cut the red tape when it comes to self -construction, as well. We live in very difficult times and we cannot afford any restrictions on the right to live affordably!

Safe and sanitary schools

​The typical school day for most kids in the United States is between six and seven hours. We must not compromise on the issue of lacking sanitary school campuses. Period!

If the procurement process is the issue, let's fix it once and for all.

And lastly, let's empower our teachers by providing them with direct funding for the school supplies they pay for every year out of their pocket.

Healthcare

Establishing an affordable medical health insurance program for the uninsured in the private sector is key to adequate access to clinical care. During Covid, we all saw the medical healthcare disparities and their deadly consequences. We must never allow this to happen in the future.

Renovation of the existing GMH is another issue I have been drawn to. While we await a new hospital, we must fix the only facility currently serving the uninsured.
