I was first introduced to the Jones Act in 2014. I served as a Marketing Manager at Micronesian Brokers and had the paper trail of ever-increasing fuel surcharges and other steamship agency increases on my desk. This trend has never ceased, I still get the notices almost every month. To me, waiving the Jones Act is a humanitarian issue to us in Guam, not a matter of national security. Sorry, Uncle Sam!
